It seeks to encourage and facilitate the implementation of the heritage-related T conventions. It advocates a shared and unifying approach to cultural heritage and how it should be managed, based on an effective legal framework to ensure the integrated conservation of heritage, within the meaning of Resolution Res(76)28 of the Committee of Ministers of the Council of Europe concerning the adaptation of laws and regulations to the requirements of integrated conservation of the architectural heritage, and the involvement of all the major players, institutional and other, and the representatives of professionals and civil society, at local, national, European and international level. — It seeks to create synergy between existing tools and policies and to improve or supplement them, as appropriate, on the basis, in particular, of the legal instruments in force at international and European level. In addition, it highlights the experience and achievements of the countries of Europe, disseminating and sharing them through the HEREIN system, a European cultural heritage information network. — It further aims to help construct peaceful societies, conscious of their diversity and the richness this represents, which are attractive in terms of employment and economic development and in which there is a high quality of life and a high-quality living environment.
